About 350 water rights holders and concerned citizens gathered Oct. 21 over the course of two meetings in St. John, Kansas. They flooded the small town to hear the Kansas Department of Agriculture’s Division of Water Resources plan to address the impairment complaint filed on behalf of Quivira.
